In October 1991, based on CBI and Institute of Directors business surveys, he said "what we are seeing is the return of that vital ingredient - confidence. The green shoots of eonomic spring are appearing once again."

Ook nu hoor je de term veelvuldig vallen: green shoots (groene loten) van economisch herstel. Weinigen weten echter dat de term oorspronkelijk afkomstig was van Norman Lamont, de veelgeplaagde......
